William Journigan

Mr. Journigan, Director of Operational Excellence for Jadin Tech, LLC has 16 years of experience leading process improvement efforts, is a Master Black Belt, and has headed enterprise wide deployment of Lean Sig Sigma methodologies for 40 plus companies. Mr. Journigan has experience leading process improvement efforts in Construction Operations, Hospital Operations, Air Cargo Shipments, Science and Technology, Light duty Mechanical Operations, Finance and Accounting, Contracting, Information Technology Deployments, Marine Operations, and many more. Mr. Journigan was also key in developing White Belt, Yellow Belt, Green Belt, Black Belt, Lean Master, Executive, Facilitation, and Train-the-Trainer courses, for use throughout the United States Navy, Marine Corps, and Ukpeaġvik Iñupiat Corporation (UIC). Mr. Journigan has trained over 1000 personnel from US Navy, US Coast Guard, US Marine Corps, Defense Logistics Agency, UIC, Homeland Security, and various contractors.

Mr. Journigan enlisted in the U.S. Navy in 1986. His assignments include: Explosive Ordnance Disposal (EOD) Assistant, Explosive Ordnance Disposal Group Two Detachment Naval Surface Warfare Center, Dahlgren, VA, Basic EOD Technician, EOD Mobile Unit 8, Sigonella, Italy, Senior EOD Technician, EOD Mobile Unit 12, Charleston, SC, and Senior EOD Technician, Naval School EOD, Indian Head, MD. Mr. Journigan was the Lead Senior EOD Technician to move Naval School EOD Underwater Ordnance from Indian Head, MD to Eglin Air Force Base, Eglin, FL. During his time in the U.S. Navy, Mr. Journigan incorporated local process changes to 3M system, Hazardous Materials Storage, and Team Gear Supply. In 1993, Mr. Journigan was trained in Total Quality Leadership / Total Quality Management where he led process improvement initiatives at his different commands. In 1997, Mr. Journigan changed the way EOD School taught EOD Students by improving on curriculum development, developing software to enhance student learning, and incorporating student learning processes to classroom instruction. In 1999, Mr. Journigan was appointed by Congress to the rank of Chief Petty Officer (EOD/PJ) U.S. Navy.

Mr. Journigan left active Naval service in 2000 for a short career as a Senior Software Engineer with JRM Technologies, Inc. Mr. Journigan was responsible for developing code for JRM Sensor Simulation (SenSim) and Signature Simulation (SigSim) models for Synthetic Environmental Data Representation and Interchange Specification (SEDRIS), U.S. Army Night Vision Directorate, Defense Advanced Research Projects Agency, and Navy Graduate School. He is the co-author of “A Hybrid Wavelet Compression Scheme for Material Textures” that was published in 2001 by the IEEE Computer Society.

Mr. Journigan completed training as a Black Belt in 2005 while he was an Engineering Technician Supervisor at Naval Surface Warfare Center Dahlgren Division, Dahlgren, VA and was certified in March 2006 by the American Society for Quality as a Certified Six Sigma Black Belt and Department of Navy Lean Six Sigma Black Belt. Mr. Journigan later went on to be certified as a Master Black Belt by Evolution, Inc., King George, VA in December 2006. Mr. Journigan. Prior to Joining Jadin Tech, Mr. Journigan founded the Journi-Tech Corporation.

Mr. Journigan earned his Bachelor’s Degree in Computer Information Systems from Strayer University, a Master’s Degree in Information Systems from Strayer University, and is currently working on his Doctor’s Degree in Business Administration with American Meridian University. Mr. Journigan has developed the Journigan Simulation-Based training model for enhanced student learning as a part of his dissertation for his Doctorate in Business Administration/Higher Education Learning and Innovation. His service related awards and honors include: Joint Services Commendation Medal, Meritorious Unit Commendation (3), Navy Achievement Medal (7), Military Outstanding Service Medal (2), Good Conduct Medal (3), Navy and Marine Corps Overseas Service Ribbon with (3), Navy National Defense Service Medal.
